40 With reference to your letter of the 14th instant, No.56826/15, relative to a request by the Governor of Hong Kong to be supplied with the name of the writers of certain letters included in correspondence intercepted by the Russian Military Censor, I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that from internal evidence the three letters in question are considered to have been sent from the firm of Alfred Richter, Canton, this being a nominally American firm actually identical with the German firm Reuter, Bröckelmann and Company. The original documents were unsigned carbon copies.
